Subject: [PATCH] ACPI: add stub acpi_create_platform_device() for !CONFIG_ACPI

It adds a stub acpi_create_platform_device() for !CONFIG_ACPI build, so
that caller doesn't have to deal with !CONFIG_ACPI build issue.
