The latter. Hyperthreading _is_ working in the kernel, but it is not finding "sibling" CPUs to match the real ones. (Or, as we prefer to call them, DiVitos to match the Schwartzenegers. ;^) Check your BIOS. Some turn off hyperthreading by default.
