Another alternative is to keep the device_initcall(), but to do something more or less like: get_online_cpus(); for_each_possible_cpu(cpu) if (cpu_online(cpu)) your_notifier(&cpu_notify, CPU_ONLINE, cpu); else your_notifier(&cpu_notify, CPU_DEAD, cpu); put_online_cpus(); The details will depend on how your notifier is structured. If feasible, moving to early_initcall() is simpler.
