Maybe the problem is how one defines "executed", but the existing code assumes it means the condition must be true. I really think this is reasonable, but if we change it we really should be changing it for both ARM architectures and for any other architecture with conditional instruction execution that implements it the way arm does now. Right now users presumably look at the trace log and hit counts on conditional instructions as an indication of how often a condition has been met. Changing that is likely to be confusing and I think removes useful information from the log. In your specific example the existing behavior can be used for calculating a percentage of times the condition was true or false.
