Hmm. netdevices.txt says:

ndo_start_xmit:
	...

	Context: Process with BHs disabled or BH (timer),
	         will be called with interrupts disabled by netconsole.

	...

If this is correct it can indeed be process context, too. However BHs are already
disabled.
