I think the changes needed to the core are probably too invasive, i.e. affect too many other drivers, to be worth doing. Especially since we won't really be using enable/disable much, as the regulator supplies the CPU cores. For now, lets just remove the enable/disable related fields, and leave a TODO note citing the possibly required changes to the core instead. You haven't assigned the callbacks anyway.
