Imagine chroots of different architectures where the static qemu is in a different place i.e. /usr/bin/qemu-arm-static, vs /sbin/qemu-arm-static, or /home/dev/qemu/qemu-arm-static And it also eventually allows setting up binfmt_misc for a chroot without requiring root.
