I would say these are two big limitations. The first one will not affect CRIU and I agree CRIU can use this interface in its current form. The second one will be still the issue for CRIU. And they both will affect other users. For end users, it will be a pain. They will need to create a pid namespaces in a specified user-namespace, if a container doesn't have its own. Then they will need to mount /proc from the container pid namespace and only then they will be able to enumerate namespaces.
