I'm not sure this is the right fix, but I'm not sure what the right fix is. I think this will prevent the other CPUs from being interrupted to disable them in some cases. The group at Huawei has an issue with the IPMI driver's panic handling running while the other CPUs are sitting in "wait_for_panic()" with interrupt on, and IPMI interrupts interfering with the panic handling, as they describe above. It is my understanding that in a panic all other CPUs should be in a state where they won't do anything and won't take interrupts. Is that a correct assumption?
