There didn't seem to be anything unusual about the .data.percpu section It turned out to be a binutils version problem. On the two test machines, the cross-compiler from http://developer.osdl.org/dev/plm/cross_compile/x86_64-unknown-linux-gnu.tar.bz2 was being used. When later versions were used, the problem disappeared.
