Uhh... I'm so confused. If Linux doesn't use OF, then none of the code enabled by fw_devlink=on should be executed. The only thing that might remotely even execute is: efifb_add_links() in drivers/firmware/efi/efi-init.c If you want you can just do an early return 0; in that to see if it makes a difference (unlikely).
