In this case, haldata->OutEpQueueSel is always TX_SELE_HQ. We can then simplify _InitNormalChipOneOutEpPriority to a single _InitNormalChipRegPriority call, i.e. we can remove _InitNormalChipOneOutEpPriority and call _InitNormalChipRegPriority directly.
