No, subdevs must not query each other to implement those operations. Subdevs are configured by userspace separately from each other, so a subdev set_fmt handler must accept any format that is valid for the subdev, regardless of how the connected subdevs or video nodes are configured. get_fmt just returns the format that has been set on the subdev.
