I think in retrospect I was trying to be too clever with arm_pmu_acpi_cpu_starting() handling boot-time CPUs and late hotplug, and we can make this simpler by handling the boot-time probing synchronously within arm_pmu_acpi_probe(), removing a bunch of state. I had a go at that, and in testing (in a QEMU TCG VM) atop arm64/for-next/core, that seems to work (even with a faked-up heterogenous config).
