Precedence: bulk

The reduce the overall runtime of the testsuite by limiting the runtime
of the verification jobs. We are only interested that some normal I/O is
transferred between host and controller.

Also limit the resource usage of the tests. This allows to run more tiny
VMs and thus more parallel blktests on the same machine.
