We've already limited the dst_cpu within the group_balance_mask(sd->groups) in should_we_balance() for periodical balance (but not for idle balance). The sg->sgc->cpumask is commented as "balance mask", so only the cpus in sg->sgc->cpumask can pull the task in the load balance.
