We do not need to write the same register multiple times. Since you are planning to add PRR bit + related registers' configurations inside arm-smmu-qcom, then it would be better to do it only after qcom_smmu_set_actlr() is called. Reason being, if the PRR bit and related registers configuration is done before hand, calling qcom_smmu_set_actlr() will just override other bits(including PRR bit) apart from the required bits since qcom_smmu_set_actlr() is doing only a write operation.
