Add wbinvd_on_cpu and wbinvd_on_all_cpus stubs for executing wbinvd on a particular CPU. [ hpa: renamed lib/smp.c to lib/cache-smp.c ] [ hpa: wbinvd_on_all_cpus() returns int, but wbinvd() returns void.
