Subject: [PATCH BlueZ 7/7] adapter: Save PHY Configuration in storage and read it at init

This change will save the current selected PHY configuration
in the storage when PHY Configuration Changed Event is
received. It will also load and set the stored PHY configuration
when controller initialized. Thus it enables the user to continue
with the last selected PHYs on controller restart.
