Actually, if you look in the actual Inquiry response protocol, you can see that it is guaranteed to not work at all, because of the random backoff (10.7.4) you will never get any answer in 1.28 sec. I wish the Inquiry protocol was not designed this way, because designed more straightforwardly, doing periodic inquiry for a shorter time and more frequently *could* have the same probability of discovery (over time, not per Inquiry), the same overhead, but guarantee much shorter connection latency. By the way, the whole Inquiry process is why you can't use BlueTooth for any kind of location beacon or casual discovery.
