Add a couple of file context

Fixes for lots of interfaces

Add files_relabel_all_file_type_fs  To allow mounting filesystems with
different file context.

Add ability to delete file_t, sysadmin needs this to clean up badly labels.

Usually these are on /tmp

Fix delete usr_t
