Lots of changes to init.

Biggest change is handling of inherited fifo_file

domaina -> initrc_t -> domainb
Ends up with allow domainb domaina:fifo_file rw_inherited_fifo_file_perms;

Doing this with
+               attribute initrc_transition_domain;
