There are some unwritten rules and gotchas. If your policy does not build due to "out of scope" issues you may want to move the module(s) in question to the base module in modules.conf. i maintain my own customized policy: git clone git://217.19.27.98/refpolicy.git If you look into the redhat directory in master, you will notice some customizations with regard to modules.conf amongst other things.
