The suspend strategy is taken more form Android world, where reject of an ongoing suspend is something quite normal. I understand that it is not a right approach for vanilla Linux, where there is no retry in suspend. TODO for differentiating suspend startegy is written. To be done when bh is converted to a workqueue.
