Subject: [PATCH 25/37] docs: networking: convert regulatory.txt to ReST

- add SPDX header;
- adjust title markup;
- mark code blocks and literals as such;
- adjust identation, whitespaces and blank lines where needed;
- add to networking/index.rst.
