MODULE_DESC net drivers cleanup.
Idea is that if there is a valid name in MODULE_DESCRIPTION("...")
then the name of the hardware/driver should not be also repeated
in each MODULE_PARM_DESC("..."). MODULE_DESCRIPTION has been
