Subject: [PATCH] e2fsprogs uninit_groups patch update

This patch updates the "uninit_groups" support for e2fsprogs:
- do not mark the last group BLOCK_UNINIT, even if it is unused
because the kernel expects BLOCK_UNINIT groups to be full groups
and would allocate beyond the end of the filesystem in that case
(I still need to update the kernel patch to handle the last group
correctly, just in case)
- have e2fsck detect & clear BLOCK_UNINIT in the last group
- add a regression test for e2fsck (NB - this test depends on debugfs
changes in the latest e2fsprogs-1.40-WIP upstream Mercurial repo)
- quiet some harmless compiler warnings
- add separate mke2fs test for lazy_bg with/without resize_inode feature
