Subject: [PATCH] (4/4) 2.5.59 fast reader/writer lock for gettimeofday

This is the other architecture support for lockless gettimeofday.
Applies cleanly, but has not been tested.
It defines frlock and changes locking of xtime_lock from rwlock to
frlock.
