USB / PHY driver fixes for 5.10-rc6

Here are a few small USB and PHY driver fixes for 5.10-rc6. They
include:
- small PHY driver fixes to resolve reported issues
- USB quirks added for "broken" devices
- typec fixes for reported problems
- USB gadget fixes for small issues

Full details are in the shortlog, nothing major in here and all have
been in linux-next with no reported issues.

pr-tracker-bot seems a bit under the weather.

But this has been pulled.

I'm not sure why pt-tracker-bot did react to the Kbuild one, but not
the ones by Greg and Arnaldo. The pull requests all look good to me,
and seem to have all the required markers..

Possible. pr-tracker-bot obviously is back, it just had a very long delay.

And yes, the delay might have been due to it not seeing the original
pull requests due to vger slowness. I didn't think to check if the
pull requests were visible on lore.kernel.org when I was wondering
where the pr-tracker-bot was.

Correct, there was another 12-hour vger outage on Saturday, so the pull
requests were applied even before we started tracking them.

If you wanted to check, just grab the message-id of the pull request and
run it through lore.kernel.org/r/<message-id>. If it doesn't show up,
then we're not tracking it.
