Subject: [PATCH v3 1/6] scsi: ufshpb: Merge ufshpb_reset() and ufshpb_reset_host()

There is no functional change in this patch, just merge ufshpb_reset()
and ufshpb_reset_host() into one function ufshpb_toggle_state().
