I just tried upgrading to linux kernel 2.4.16, and it did not like loopback or sound devices. Is this a bug? It is configured right. 2.4.15 works fine.

Loopback and sound works great here. Can you be a bit more specific?
And don't use 2.4.15, since it's got a nasty bug that can cause filesystem
damage.
