Attached is my .config file.
I have tried with the 2.4.17 kernel, 2.5.1, and 2.4.18-pre3 patch on
2.5.17.
I swear I've done this before. Am I missing something?

You don't need CONFIG_HOTPLUG_PCI unless you have a pci hotplug
controller (most people do not.)
CONFIG_HOTPLUG=y should solve the problem for now.
