Subject: PATCH: modular out of memory base patch for 2.4.25

Hello!

This patch enables modular oom killer infrastructure. With this base patch,
functionality and behavior is unchanged from vanilla 2.4.25.

These are two additional modules for OOM, oom-panic and oom-parent-kill.
