I just sent you email (because dmesg told me too :D ) with exactly the
same error message. However, for me it only occurs without
"pci=routeirq".
Does the DL360 have a BIOS option to allow "legacy usb devices"?
My notebook does, and if set to yes, it fails with that error with or
without pci=routeirq.

It is probably the same as "USB Legacy emulation" when BIOS pretends that USB
mouse and keyboard are PS/2 ones and legacy OSes (like DOS) can work without
special drivers. Avoid like plague.

The "2edf" is fine but the "0000" isn't what was _just_ written
to that second register ... some chips are a bit tricky about
initialization. Ideally, OHCI_QUIRK_INITRESET would be set
for those chips ... the need for that is new, Linux previously
did it in all cases even though only a few implementations
seemed to want it. (And some strongly dislike it.)
Maybe ServerWorks needs it. The flag is tested in ohci-hcd.c;
what happens if you kick in that quirk handling?

I've written a device driver for a 3rd party's product so that I might use it on my machine.
However I am still using the 2.4, so naturally that is the kernel the driver works with.
Should/could I submit it here, or would I be better off distributing it on my own?
Once I port it to 2.6 I will read up on the how-to of submitting, but I was unsure if 'the
community' still had interest in 2.4 kernel drivers.

Typically you get it into 2.6.x first, then ask this question :)
