i was in the fedora Core 4 test 2
on the installation ,i forget to install the legency network
then i realize that telnet is needed ,
so i seek the pakadge containing telnet and xinetd ,then install them.
but ,always ,in the setup
i cannot let telnetd be selected,
when i try to start it using telnetd....
then error evolves like this:
telnetd:get peername:socket operation on non-socket

That's not a telnetd bug, that's a user bug. Two, in fact:
1) telnetd is telling you that you tried to start it by hand, and it *really*
wants to be started by inetd/xinetd.
2) This isn't a kernel problem.

RTFM, telnetd is to be started by inetd.

Why did the hacker cross the road? To get to the other side.
Why did the cracker cross the road? To get what was on the other side.
The difference is small, but important.
