I have mailed to [email protected] for some translation problems but there is no response. So ...
In fact, any mailing list is ok if they are absolutely interested in kernel. We will also send our translations for kernel-docs to [email protected]. After talking with them we will patch for kernel :)

I guess you need to contribute enough Chinese translation before you
becomes the maintainer.
What's more, you need a lot of time to review and commit the others'
changes.
So do please demonstrate you are qualified before sending this patch.
