Subject: [PATCH v2] rtla: Minor grammar fix for rtla README

- Change to "The rtla meta-tool includes"
- Remove an unnecessary "But, "
- Adjust the formatting of the paragraph resulting from the changes.
- Simplify the wording for the libraries and tools.
