Subject: [PATCH 2.6.15-rc7-git3 3/3] sata_promise: a hotswap implementation using the new hotswap API

This patch uses the hotswap API in patch 02 to grant the Promise
SATA(II)150 Tx4/Tx2 Plus controllers hotswapping powers. Also, some
silly integers which should have been unsigned in patch 01 now are.
