When many apps are open I get:
Timing buffered disk reads: 64 MB in 2.55 seconds = 25.10 MB/sec
When I am in single user mode, I get 29.50MB/s.

That's a Deskstar 75GXP. Storage afficionados refer to it as the "Deathstar
75GXP."
I highly recommend that you run through IBM's "Drive Fitness Test", etc..
What you describe is one of the symptoms of a 75GXP about to go off the deep
end.
