I just reported this problem on the Gentoo bugzilla a couple of days
ago. Here I have a P4HT machine. I had never turned on SMP to use the
hyperthreading feature. When I turned it on I got exactly the problem
you talk about. When I went back to UMP it worked fine.
My keyboard is a wireless thing that had a little dongle to make it
into ps2. I took that off and used the keyboard as a USB keyboard and
it works fine under SMP.
This was on 2.6.13-gentoo-r3 for me.

I went back to the SMP kernel, but also appended "irqpoll", and got
another BUG. Somehow the Windows machine I'm using to capture the
serial console output didn't get the entirety of the appropriate line,
but it was similar to:
"BUG: scheduling with interrupts disabled: swapper 0x00010001"
or similar.
I should note that the other machines with the problem are also SMP: my
home machine is a dual 1GHz Pentium III, and the Redhat machine is a
hyper-threaded 3.4GHz Xeon.
While I'm at it, I am getting insane clock corrections:

I have not, but in my case simply using the keyboard as a USB keyboard
was enough to make it work. What doesn't work is when I use it through
a dongle as a ps2 keyboard. I'm puzzled as to why usb=handoff would
fix the ps2 keyboard, but I'm willing to try it tomorrow.

It is "usb-handoff", not "usb=handoff". It instructs BIOS to disable USB
Legacy emulation mode which turns USB keyboard/mouse into emulated PS/2
devices...

What odd synchronicity. You are correct: I re-did the boot with that

This, however, *did* fix it, without the addition of any commandline
