I'm a bit surprised that the X server is already using VT_WAITEVENT?
It looks like vt_event_waitqueue got scribbled on. I can't see how.

Long story short, default settings for Fedora (and probably other
distros as well) now have a vt and X clashing on vt1/tty1.
