It is not, it's only the front page. You can try
http://www.kernel.org/pub/linux/kernel/v2.6/
and that will work. Or at least it does for me.
Perhaps, webmaster should be notified.

access the changesets of the 2.6 kernels on kernel.org
as in:

Because afaics somebody (Linus) moved linux-2.6 to somewhere else. :-)
Or did I miss something?
