Why don't we have the changelog in kernel package (at least vanilla)
? I mean everybody's downloading 2.5 branch is interested in such a file....

Because it's just as easily gotten from the ChangeLog-2.5.x file in the
directory from which you got the source. And a link is provided off of
the kernel.org homepage.
