It may seem a pretty stupid question, but what do I need to
modify in a 2.4.22 kernel to increase the maximum number of sockets
available to userland programs.

Thanks,
Alex

Maybe you just need to set new per-process open file limits?

socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1015
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1016
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1017
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1018
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1019
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1020
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1021
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1022
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = 1023
socket(PF_INET, SOCK_STREAM, IPPROTO_IP) = -1 EMFILE (Too many open files)
