Subject: [PATCH v2 06/21] cpu/hotplug: remove CPUHP_SLAB_PREPARE hooks

The CPUHP_SLAB_PREPARE hooks are only used by SLAB which is removed.
SLUB defines them as NULL, so we can remove those altogether.
