Subject: [PATCH] net: sync headers

The header files include/uapi/linux/pkt_cls.h and
tools/include/uapi/linux/pkt_cls.h did become out of sync. Update the later
with the changes from the former.

This looks like net-next material, and net-next is currently closed for
the merge window.

More importantly, I think it would be better to avoid this periodic
manual sync-up and instead let the build system fetch the files from
the include/uapi/linux directory, instead from a local copy.
