hciconfig hasn't any "scan" argument.

nor "inqmode". Why do you think, these are possible arguments?

Then maybe it is called different in your distribution. Look in /var/log/
for the right one.
Maybe you post:
- kernel version
- bluez-utils/libs version
- distribution

let me correct you, because with bluez-utils-2.7 hciconfig has a command
inqmode to set the inquiry mode. Check with -h or the manpage for the
new Bluetooth 1.2 commands.
