when I modified the /etc/bluetooth/hcid.conf, the output of "hciconfig
-a" keep unchanged. Why???

please be specific what's the actual problem is. I can't see any
problems that relates to hcid.conf.

Hi,
The hcid.conf configures the hcid (HCI Daemon). You need to let that
program know that you changed the config file, maby by simply restarting
it or sending a HUP Signal too it (killall -HUP hcid). Re-Plugging your
device shoud do it too.
