Subject: [PATCH 1/2] merge ext4_claim_free_blocks & ext4_has_free_blocks

Mingming pointed out that ext4_claim_free_blocks & ext4_has_free_blocks
are largely cut & pasted; they can be collapsed/merged as follows.
