So along with this change, I think it'll also be good to add an extra
check in ext4_mb_choose_next_group_best_avail() as:

The reason for this is that otherwise when order is large eg 29,
we would unnecessarily loop from i=29 to i=13 while always
looking at the same avg_fragment_list[13].
